Paving Repair Costs in Cape Town: Lift-and-Relay vs Full Replacement

Repairing paving in Cape Town almost always costs less than replacing it. A lift-and-relay — where the existing bricks are lifted, the base underneath is rebuilt and the same bricks are laid again — typically runs R380 – R650 per m². A full replacement with new material starts around R650 per m² and climbs to R1,600 per m² for clay, cobble or natural stone.

That is roughly a 40–60% saving, and for most of the sunken, rutted or puddling driveways we look at across the city, relaying is genuinely the better spend. But not always. Below is the honest version: what each option costs, what drives the number up, and the simple decision rule we use on site.

What a lift-and-relay actually involves

The phrase gets thrown around loosely, and that is exactly where cheap repair quotes hide. A real lift-and-relay is not “pull up the sunken bit and drop the bricks back”. Done properly it is:

  • Lift and stack the bricks by hand, keeping them in laying order where the pattern matters.
  • Strip the failed bedding sand and dig into the base until you reach material that does not move under a compactor.
  • Rebuild the sub-base in layers with G5 or crushed stone, compacting each layer rather than one thick lift.
  • Correct the falls so water runs away from the house and towards a drain, channel or garden bed.
  • Reset or add edge restraints — almost every failed driveway we look at has an unhaunched edge somewhere.
  • Screed fresh bedding sand, relay the bricks, compact with a plate on a rubber mat, and sweep in kiln-dried joint sand.

If a quote does not mention the base, it is not a repair quote. It is a re-sweep, and the driveway will sink again by next winter.

When lift-and-relay is the right call

  • The bricks are still sound. Concrete bevels and clay pavers are tough. If they are not spalling, cracked through or worn to the aggregate, they have plenty of life left.
  • The failure is localised — a dip at the garage door, ruts in the wheel tracks, a settled trench where a plumber or fibre crew dug.
  • The problem is water, not the bricks. Puddling, moss lines and washed-out joints are base and drainage symptoms.
  • You are happy with the look. A relay gives you back the surface you had, tightened up.
  • You have spare bricks. Even half a pallet in the side passage makes the job far easier.

When you are throwing good money after bad

We would rather talk someone out of a repair than take the money and have them phone us again in two years.

  • 50mm bricks on a driveway. Thin pavers laid where a loaded bakkie parks will keep failing no matter how good the base is. Relaying them just buys time.
  • More than about a third of the bricks are broken. Between breakage on lifting and mismatched replacements, you drift towards replacement cost anyway.
  • The surface is badly patched already with three different brick colours. A relay preserves the patchwork.
  • You want a different material or layout. Do not pay to relay something you plan to change — go straight to a new install and spend once.
  • The base was never there. Bricks laid straight onto Cape Flats sand with no sub-base at all sometimes cost as much to rescue as to redo.

What pushes a repair price up or down

Breakage on lifting. Expect to lose bricks. Clay lifts cleanly; older concrete bevels that have been down fifteen years can crumble at the edges. Budget for topping up, and do not assume a discontinued colour is unfindable — reclaimed and surplus stock turns up regularly at salvage yards around the city.

How deep the base has to go. A patio relay on stable ground might only need 100mm of rebuilt base. A driveway that takes a delivery vehicle needs considerably more, and every extra 50mm is stone, labour and compaction time.

Access. Narrow side passages, steep Plattekloof or Vredehoek driveways and properties where a bakkie cannot reverse to the work face all add barrow-runs, and barrow-runs are hours.

Drainage work. If the reason the paving failed is that water has nowhere to go, fixing the paving without fixing the water is a waste. That is a separate line item, and on a winter-rainfall property it is usually the line item that decides whether the repair lasts.

Rubble. Even a relay generates spoil from the excavated base. One skip is usually enough on a small job; a full driveway can take two.

Why Cape Town paving fails in the first place

We price repairs across the city every week, and the causes repeat by suburb.

Winter rainfall. Cape Town gets its water in cold concentrated bursts between May and August, which is the worst possible pattern for a marginal base. Water finds the weak spot, softens the layer under the bedding sand, and traffic does the rest. A dip you barely notice in March is a puddle by July.

Cape Flats sand. Fine wind-blown sand drains beautifully and holds nothing. Without a compacted crushed-stone sub-base and proper edge restraint, the bricks migrate sideways over years and joints open up.

Durbanville and Brackenfell clay. The opposite problem. Clay swells wet and shrinks dry, so the surface heaves through winter and settles through summer. Repairs here need drainage attention or they simply repeat.

Coastal salt and wind. In Table View, Blouberg and Melkbosstrand the south-easter keeps sand moving across the surface and salt air is hard on cheap concrete. It is a maintenance issue more than a structural one, but it accelerates wear.

Tree roots. Old Southern Suburbs gardens with mature trees lift paving from below. A relay will only hold if the root is dealt with, and sometimes that means accepting a permeable gravel band around the trunk instead.

What a repair will not fix

Be clear about the limits before you spend. A relay will not stop a stormwater problem that starts on your neighbour’s side of the boundary, it will not carry vehicle loads the bricks were never rated for, and it will not make a badly conceived layout drain properly. If the water arrives faster than the surface can shed it, the honest answer is that the money belongs in drainage first and paving second. We would rather quote the drainage and come back for the paving than relay a driveway we know will move again by August.

A relay also will not change the colour. Bricks that have weathered unevenly — darker where a car has always stood, bleached where the afternoon sun hits — go back down with the same shading. Mixing the lifted bricks thoroughly before relaying evens it out a little, and it costs nothing to ask for.

The decision rule we use on site

Stand at the edge of the paving and answer three questions honestly.

  • Are the bricks the right spec and in good condition? If no, replace.
  • Is the failure in the base or in the surface? Base failure with sound bricks means relay. Surface failure — spalling, crumbling, worn-through — means replace.
  • Do you still want this surface in five years? If you have been planning a new look anyway, put the repair budget into the new job instead.

If the answers point to replacement, it is worth comparing materials properly rather than defaulting to what is already there. Compare materials on durability, slip resistance and cost together rather than defaulting to whatever is already down.

Small repairs worth doing yourself

Not everything needs a contractor. Sweeping fresh kiln-dried joint sand into open joints once a year, treating moss before winter and pressure-washing at low pressure with a fan tip will keep a sound driveway sound. Our paving maintenance guide sets out the annual routine and what it costs.

What we would not do yourself: anything involving lifting more than a few square metres, anything on a slope, and anything where the fall has to be re-set. Getting the levels wrong is how a small dip becomes a pond.

Getting a repair quote that means something

Ask every contractor for the same four things in writing: the depth and material of the rebuilt base, whether edge restraints are included, who pays for and removes the rubble, and what happens if more bricks break on lifting than expected. Quotes that differ wildly usually differ on exactly those points — and a cheap number nearly always means a shallower base or no haunching.
